 The technical aspects of creating MM must be supplemented with a humane understanding of the ends to which it will be used.  Every member of a MM team is capable of breaching the team's research to an outside party.  Trust and morality are of utmost importance.  The further along pre-MM and post-MM an effort is, the more people from an expanding group of disciplines will be required to bring MM into the world safely and optimally.  Subsequent generations of MM products will be capable of being used to facilitate greater and greater extremes of good and evil, and will require analogously higher safeguards against misuse.
 In the initial stages of research efforts, all MM personnel should be required to complete a custom MM course.  Components of this course could be: volunteer time, reading lists, documentaries or other media, field trips to a human rights museum, prison camp or otherwise...  the content being visceral demonstrations of evil in the past, with the purpose of imparting empathy of MM personnel to the global human condition, so that the past will not be repeated in the context of MM.  Perhaps philosophers and buddhists could be employed to construct a course outline.
 As a MM research effort progresses, a list of desired individuals, corporations, NGOs and Nations should be compiled and graded according to the morality of of their past actions based on the range of alternate actions that were available to them in the context of their situations.  Nations might be required for security reasons, to attain technical personnel, or for infrastructure.  Corporations might be needed to construct custom lab equipment.  NGO think tanks to brainstorm MM product classes.

Everyone on this list contacted as the need arises is required to take the course. Ideally, entities on the list would modify their actions to gain ranking spots on the list, if the MM bloc could become large enough. The idea is to maximize the # of entities that have taken the course by the time MM is achieved.

It would be nice if existing and newly formed MNT administrators had to complete a peacekeeping course, considering WWIII is the chief MNT threat.
