Currently world is organized into independent nations states or groups of nations that have varying degree of indepence. In terms of power, USA is clearly most powerful nation. The late Bush doctrine, so called neo-conservatism has caused condiderable political bad will. This makes it unlikely that US is capable of unilaterally forcing other nations to accept their views.

Technology is a creation of society. Nanotechnology is also technology. It allows it masters to control the creation of economic activity. This power can exercised by legal means (by patents), through political maneuvering or similar means.

Many nations are afraid of the big USA and their mighty army. This means that they are doing whatever they can to close the power gap with the USA. In practice, this is what nanotechnology can potentially offer to weak and vulnerable. It offers power beyond limits to those who are willing to accept the risk. In a world where even nuclear bombs do not quarantee any protection to nations, many are starting to see nanotechnology in a totally new light.
