Pace describes the seriousness of an effort towards a certain goal, meaning the size of the budget, the number of people working on it, etc. All approaches have in common that their requirements drop over time. As an example, what would have to be an Accelerated program towards MM today might be a Gradual program in five years, and an Incidental program if it began fifteen years from now.

Accelerated

This means a crash program comparable to the Manhattan Project or the the Apollo Program, aimed at the earliest possible development, with maximum resources devoted to the effort. CRN estimates that this could succeed within as little as five years. If such a program was covertly initiated a few years ago, it could reach conclusion at literally any time.

Gradual

Gradual pace means a dedicated effort, but with limited resources and a less urgent timetable.

Incidental

This means that molecular manufacturing comes about as a result of incremental advances in related sciences and technologies, not directly aimed at the development of molecular manufacturing. Considering the enormous incentives for development -- humanitarian, environmental, military, and commercial -- this seems the least probable scenario.
